Hoare and the Portsmouth Atrocities, Hoare and the Headless Captains, Hoare and the Matter of Treason by Perkins Wilder. These center on a Napoleonic era Naval Officer, Bartholomew Hoare who investigates matters for the Admiralty after being unable to command at sea any more because of a wound to his throat. He can only speak in a whisper and orders in the Age of Sail had to be shouted over the sound of the sea, cannon and wind.
Most all of Anne Perry's mysteries are under 300 hundred pages. SHe has two series that take place in Victorian times, one about Charlotte and Thomas Pitt. Pitt is a police detective and his wife is always taking part in his cases. She also has the Inspector Monk series, about a police detective who lost his memory in a carriage crash and has to try to hide his disability to save his job.
If your difficulty is holding the book, may I suggest getting a digital reader. There are a lot of them, but Sony and Kindle are both excellent and much cheaper than they used to be.
