I read a book the summer of 2004 that I can't seem to remember the title. The cover was red and I remember some kind of crosshairs on the front. It was fiction and I seem to remember it being like multiple point of view with some political themes. Maybe the word terror or a form of the word in the title. It was mid 600 page range. Any help is appreciated.
