I think you'll find that it's the "Guinness Book of World Records". It would be "Quotations from Chairman Mao", except that the little red book was distributed free of charge, so not technically 'sold'.
That you posted this in Religion and Spirituality suggests you have a different answer in mind, but I don't think you'll find that the Bible or Qur'an or Upanishads or anything else has sold more than the two books I've listed above.
