I am a C/C++/Python developer trying to write software on A G4 Powerpc, i've tried searching the apple documented information but they don't seem to offer much information about PowerPc anymore.. and the most recent version of Xcode is for intel macs only is there something else I can write in C/C++ for?

GCC itself should still be available for the G4. If it isn't you should be able to find an older version and do a "make bootstrap" with 4.5.x. The G4 is an awesome machine and I know Linux still supports it (but if you know C/C++/Python you should be able to provide some support yourself).

Answer
In order to be able to write apps, you need to own a Mac, know C, and also know Objective-C. You can use Xcode to write apps, and that is a free download from Apple. Apple also has good resources for learning all about developing for their platforms, including learning Objective C. I don't recall if they have any resources for learning just plain C or not, but if they don't, such resources are easy to find.

A quick search will get you started.
