The cover of the book has the boy in a flying car that his dad made who is an inventor. The boys dad disappears or something and the boy plays baseball with elves or something. I read it when i was in like 4th 5th or 6th grade which was about 2001-2004. Please help this has been bothering me forever.

I remember in 5th or 6th grade, I read this book, but I forgot the name of the title! If i remember, the plot was something involving a rabies infestation on many dogs, and this boy adopts this stray dog, but it's in danger of it, so the boy runs away to try and find his lost father, (who's a doctor?) Please help me figure it out!
