What's the kids book about three construction workers and an old lady with a rose garden?

The three workers had to put an interstate through the lady's house and she showed them her roses - different colors, I think, and each color reminded the workers of their own grandmother's roses... so they build the road around her house instead of knocking it down. Anyone remember this book? Early 1980s, though it could have been published before then...

I have to do a book review for my government class this semester. So i have to find a biography book about politicians after 1980s. But i dont know much about politics =( Can anyone recommend me some good books to read???
