What changes do you foresee in law enforcement agencies in the 21st century?

So many municipalities today are suffering from budget deficits. You are starting to see a pattern of smaller towns and villages discontinuing their own police force and paying the county sheriffs dept. to patrol and answer emergencies. Many county jails and state prisons are now hiring private security companies to man the jails. The severe drop in revenue over this recession period has caused the smaller municipalities to rely on their larger neighbors for police, fire fighters and first response emergency teams.
I think the way of the future is going to be consolidated police forces hiring only highly trained officers for specialized purposes. I believe that towns, villages and cities should review and repeal many of their outdated laws and ordinances which will free the smaller police force up to "Serve and Protect" the citizens rather than spending the majority of their time processing citations. Government legislation has gotten too big with far too many laws and ordinances. That is why our courts are so backed up, our jails and prisons are so over crowded and our police are spending so much time trying to process frivolous violations by the book. The dept. of corrections and social services and family welfare have gotten so big they are so bogged down with paper work and processing that they cannot perform the quality work they were organized to do.
My hope is with smaller and more specialized police forces that they will not abuse their authority or make a mockery of the badge of service as so many law enforcement officers do today.

Just finished Atlas shrugged on CD, 47 disks, great book, looking for something else to listen to on the ride in to work, Can be adventure, politics or History, or biography
