I'm trying to teach a 4 yr old to learn to read and write. Are there any website that would help me teach her basic phonetics?
it's not my kid. I'm just being paid to teach our neighbor's kid. she already knows her ABCs and the sound of each letter.

I am a teacher and 4 is too young to teach either reading or writing, especially writing.
If you want her to be good at both, read to her EVERY day. The evidence showing the link between reading to a child and the child's later reading skills is overwhelming.
You can introduce her to the alphabet but she will not fully understand that letters make sounds that are then strung together to make words. The reason she will not understand is that developmentally, she is not ready.
Having said that, make a book with her of 26 pages and put the letters of the alphabet at the top. After she learns the song, tell her that you will add pictures of things that stat with each letter. For example, find a picture of a CAT and glue that into the C page. Continue to fill the book over time.
But please don't try to teach her to read and write yet. If she finds it hard, she will think that learning is not fun.

How and where do you start with beginning homeschooling with a 4 yr old with autism? When do you start with the books?
I am not interested in the public schools (already done ECE and was not happy with it), and am familiar with the disability status (he is considered disabled due to prematurity issues). I want to keep him home and teach him rather than send him back to the schools.

It depends on your child's individual needs and abilities. I would suggest visiting your state's education association website to see if they have Pre-Kindergarten curriculum guidelines that they use in the public school. This might be a good place to start, and you can modify these if neccessary to meet your child's needs.
As for books, I would suggest reading books to your child as a regular part of your homeschooling. To begin teaching your child to read, I recommend the awesome book, "Phonemic Awareness in Young Children: A Classroom Curriculum" by Marilyn Jager Adams
I would also try to keep a consistent schedule and routine as much as possible, and work on coping strategies for times the routine must change, if this is an issue.
