How and where do you start with beginning homeschooling with a 4 yr old with autism? When do you start with the books?
I am not interested in the public schools (already done ECE and was not happy with it), and am familiar with the disability status (he is considered disabled due to prematurity issues). I want to keep him home and teach him rather than send him back to the schools.

It depends on your child's individual needs and abilities. I would suggest visiting your state's education association website to see if they have Pre-Kindergarten curriculum guidelines that they use in the public school. This might be a good place to start, and you can modify these if neccessary to meet your child's needs.
As for books, I would suggest reading books to your child as a regular part of your homeschooling. To begin teaching your child to read, I recommend the awesome book, "Phonemic Awareness in Young Children: A Classroom Curriculum" by Marilyn Jager Adams
I would also try to keep a consistent schedule and routine as much as possible, and work on coping strategies for times the routine must change, if this is an issue.

How do I go about trying to publish my children's books?

I have written 34 children's books for my 5 and 4 yr old siblings. I write and read to children who are in the hospital or in shelters. It is just for fun and pure enjoyment which has now turned into a hobby. I write about 1-2 books a month and just love it. I have received a lot of feed back from children and parents who would love to have a copy. I did not get into this for money just fun, now with all the requests I am considering a possible career. Where do I start?

You can either self publish, or the better way, to get a publisher and a literary agent. Self publishing requires that you put up money upfront to cover the cost of publishing your book, these companies will also put your book on e-book sellers like amazon.com and they will set you up with a ISBN number as well as copywrite your work through the library of congress. They offer little advertising if any and you will have to work hard to get your book into a book store or even noticed by anyone.
The better way is to convince a literary agent to work for you, they will help make your writing better by working with you, and they will pitch your book to the big publishers, this is the way to make money and have a real career in writing. The first contact you need is called the query letter, its like a cover letter that you send to the agents to sell yourself to them. If they like your letter, they will ask you for a transcript (rough draft of your book) and they will look it over to see if they want to represent you as an author. They will take royalties from your book so if you make money they get to make money.
