The first thing that came to mind though, was the Biggles series, which wasn't about a female I don't think, but still might interest you.

Why did people dress so classy in the early 1900s?
John Bende
Ive only learned this from old photographs, movies and books from ages 1930s, 1940s, 1950s. ETC.
I just had the thought though, Why exactly aren't we like this anymore? Has humanity just lost all their self respect? Is it because the population is making supply and demand? WHAT HAPPENED MAN. And that's not saying people didn't' have problems back then. But obviously we have other problems these days. More diseases, obesity, nobody takes care of the environment anymore. The fashion is absolutely horrible to these days in my opinion.
Answer
The largest reason is Societal Change.
There are drastic changes in fashion when large events in History occur. Pants became the dominant fashion over knee breeches due to the French Revolution, the 1920's short dresses was caused by a the dis-illusion of the horrors of WWI. The 1950s brought lounge and casual wear into common use outside the home and the 1960s hippies and feminists drastically changed the way the suit and tie and dresses were perceived, loosing popularity. There is also a loss of formality in society which would mean for a less formal attire.
